Kunta Wibawa Dasa Nugraha was born in Solo on November 30th, 1968. He holds a postgraduate degree in Master of Art in Macroeconomics from Boston University, United States on 1999 and holds a PhD degree in Public Finance from University of Canberra, Australia on 2013.

Kunta Wibawa started his career on 2005 as Head of Sub-directorate Tax Revenue Analysis in Ministry of Finance. In 2008-2009 he took the position of Head of Tax Policy Analysis Division and in 2013-2014 he was promoted to be Head of Multilateral Forum Division. Kunta Wibawa is well known for his intellectual analysis and thought leadership, in short time Kunta Wibawa was elected as a Director of the Preparation of the State Revenue and Expenditure Budget on 2014-2020 and on 2020-2021 he was elected as Expert Staff of the Minister of Finance for State Expenditure. Currently, Kunta Wibawa appointed as a Secretary General, Ministry of Health Republic of Indonesia. He is responsible for coordinating the implementation of tasks, coaching, and providing administrative support to all organizational units within the Ministry of Health.
